Arctic Angel Eesha Rangani recently attended the second Preparatory Commission (PrepCom 2) of the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement. The event was a key meeting held from August 18-29, 2025, at the UN Headquarters in New York, with delegates working on operationalizing the landmark High Seas Treaty. Established by the UN General Assembly (UNGA) in April 2024, the PrepCom’s goal is to prepare for the Treaty’s entry into force and the first Conference of the Parties (COP). The 2025 sessions focused on implementing governance issues, the Clearing-House Mechanism, and financial rules.

“This was a milestone for youth engagement,” says Eesha. “It was the first time young people had a major presence in the process. Representing the Major Group for Children and Youth (MGCY), the UN General Assembly-mandated and self-organized mechanism for youth participation, we advocated for stronger youth representation and involvement. Our core message was that the ocean is an intergenerational responsibility, and today’s youth will be the future guardians of the high seas.”

“Delegates engaged productively on core institutional matters,” explained Eesha. “This included the Scientific and Technical Body, the Clearing-House Mechanism, financing, and the Rules of Procedure. Clear progress was achieved, yet some sensitive issues remain unresolved and will require careful negotiation in the coming months. PrepCom 2 marked a meaningful step forward, while also highlighting the significant work still needed before the first Conference of the Parties. Ensuring this Agreement becomes a truly operational framework for ocean protection will depend on sustained multilateral cooperation and inclusive participation — with youth actively involved in shaping the future.”
